Electric scooter fines 2026: how much it costs not to have license plate or insurance

🇬🇧 Information valid for Spain. DGT Regulations — Royal Decree 52/2026 and reform of the General Traffic Regulations.

Riding an electric scooter without registration, without insurance or without a helmet can cost you up to €800 in 2026. Since the entry into force of Royal Decree 52/2026, it is no longer a minor violation: it is a traffic penalty with specific amounts for each breach.

Here are the actual penalty amounts according to each violation, why they vary so much and how to avoid them.

The 3 violations — and how much each one costs

Violation Fine What the law requires
Failing to register the scooter with the DGT €200-500 Registration in the Light Personal Vehicles Registry
Not having insurance contracted €202-610 Civil liability policy (Law 5/2025)
Riding without active insurance €250-800 Active policy at the time of inspection

(Ranges according to information released by the DGT following the entry into force of Royal Decree 52/2026, reported by mobility-specialized media — there is no single official table with a fixed amount per violation.)

If you want to understand the complete regulations behind these figures, you have the details in new electric scooter law 2026, the complete DGT 2026 regulations and in electric scooter insurance: when it is mandatory and how much it costs to contract it.

Why there is a range and not a fixed figure

The final amount depends on how the violation is classified — minor, serious or very serious — and whether multiple violations are accumulated at once. Registration and insurance are linked: to contract the policy you need the registration certificate number. That's why, in practice, riding without insurance usually also implies riding without registration, and the fine tends towards the upper bracket.

The helmet also makes the list — from October onwards

⚠️ New requirement — October 1, 2026

The helmet becomes mandatory throughout Spain for any electric scooter user, with no exceptions by age or city. The violation is considered serious: €200 fine (€100 with early payment). The minimum age to ride also increases to 15 years. (Reform of the General Traffic Regulations, BOE June 26, 2026.)

Immobilization — the other cost, not just money

In addition to the financial penalty, police can immobilize the scooter during the same inspection until the owner proves they are in compliance. They won't return it on the street: it must be resolved before you can recover it. In a recent inspection campaign in Valencia, 80% of the scooters reviewed ended up immobilized due to regulatory breaches.

How to avoid it — 3 steps

1
Register it with the DGT

Online procedure, one-time cost of €8.67. Once completed you receive your license plate number.

2
Contract civil liability insurance

You need the registration number to contract it. The price ranges between €30 and €85 per year depending on coverage.

3
Place the license plate visible and well secured

It must be clearly visible during an inspection. A poorly fixed bracket can bend, rotate or get lost.

You have the complete step-by-step guide for registration in how to register your electric scooter with the DGT, and the most common questions about the license plate format in is it mandatory to register an electric scooter?

License plate well secured — the part you can actually control

Registration and insurance depend on administrative procedures, but having the license plate visible and not moving depends on the bracket you use. A poorly fixed license plate holder can end up being as problematic during an inspection as not having one.

Frequently asked questions

Can you appeal an electric scooter fine?

Yes. As with any traffic penalty, there is a period for submitting objections from notification to present your defense to the authority that issued it. If you have doubts about a specific case, it is advisable to consult with a professional or traffic management firm.

Do I need a helmet even if I already have registration and insurance in order?

Yes. Since October 1, 2026, the helmet is an independent obligation. Having registration and insurance in order does not exempt you from the fine for riding without a helmet.

Is the fine for not having the license plate visible the same as for not being registered?

These are related but not always identical violations: not having the registration processed and not having the label visible on the scooter can be penalized separately depending on the case.

Verdict

Compliance costs less than €100 per year — non-compliance can cost you up to €800

Between registration (€8.67 one-time) and insurance (€30-85/year), regularizing an electric scooter is a fraction of the cost of a single fine. And that's not counting the risk of immobilization, which leaves you without a scooter until it's resolved.
