New DGT Rules 2026: Helmet, Age & Lights for E-Scooters
Since October 1, 2026, a reform of the General Traffic Regulations has been in force that changes the rules for electric scooters and other personal mobility vehicles (PMVs). It is different from the DGT registration process — here we explain exactly what changes and since when.
The Royal Decree 518/2026, published in the Official State Gazette, strengthens protection for the most vulnerable road users. For electric scooters, it introduces three new obligations.

This reform is not related to the DGT registration process, which remains a separate and mandatory procedure as of 2026. The rules in this post add to that obligation; they do not replace it.
The 3 changes that affect your scooter
Minors under 15 years of age cannot ride electric scooters or other PMVs since October 1, 2026.
It is mandatory to ride with an approved or certified helmet, with no exceptions based on the type of road.
At night or in poor visibility, you must carry a light or reflective element visible from 150 meters. Mandatory lights during the day have a 1-year transition period before being required.

Frequently asked questions
Is this the same as scooter registration?
No. These are two separate procedures and regulations. DGT registration is a mandatory vehicle registration as of 2026; this reform regulates age, helmet, and lights for riding. Both obligations are independent and cumulative.
Does it affect scooters I already own or only new ones?
It affects all PMVs in circulation since October 1, 2026, regardless of when they were purchased.
What happens if I don't wear a helmet?
The helmet has been mandatory since October 1. Riding without one is a serious infraction: €200 fine (€100 with early payment).
Does the helmet have to be scooter-specific?
The royal decree requires that it be approved or certified, without specifying a single model — an approved bicycle helmet would meet the requirement, although it is advisable to confirm this with the specific technical regulations as they are published.
