Where is it mounted?
The license plate must be visible from the rear. You have two options depending on your scooter:

How is it installed?
The license plate holder includes screws for a secure fit and high-strength adhesive if you prefer not to drill.

Do I need to drill into the scooter to install it?

No. The license plate holder is the support where the license plate is mounted, but it does not include the plate itself. It is designed to hold 65 x 53 mm plates, the standard DGT-approved format.
