Electric Scooter License Plate 2026: Error with Letter Q & January 2027 Deadline

If your electric scooter has a license plate, you might have a problem without knowing it. The DGT has detected an error in the identification tags being issued — some include letters that shouldn't be there — and is in the process of correcting it. Here we explain what happened, what you need to do, and why the January 2027 deadline matters more than ever.

🇪🇸 Information valid for Spain. The VMP regulations and registration system described in this post apply exclusively to the Spanish market.

What happened with the letter Q

The license plates for personal mobility vehicles (VMP) in Spain have a structure defined by regulation. Among the excluded letters are the five vowels (A, E, I, O, U), Ñ, Q, and the digraphs LL and CH. The reason is to avoid confusion — the Q looks too much like an O, and vowels create ambiguity in automated systems.

The problem is that for a time, tags were issued that included precisely these forbidden letters. The result: insurance companies' computer systems couldn't process these license plates, and when an attempt was made to report the registration to FIVA (the file of insured vehicles), the registration was automatically rejected.

⚠️ Does your license plate have a vowel or the letter Q?

The DGT will automatically issue a new license plate and will notify you that you can download the correct tag. Insurance companies will also update their systems with the valid license plate. You don't have to do any paperwork — wait for the official communication from the DGT.

The most worrying data: only 140,000 out of 5 million

The Q error is a technical problem that has a solution. What doesn't have an easy solution is the pace of registration in Spain.

It is estimated that there are more than five million electric scooters circulating in the country. Of all of them, only about 140,000 are registered — approximately 3%. At that rate, completing the process would take about seven years. The problem is that the deadline is not seven years.

📅 Deadline: January 22, 2027

From that date, all scooters without an official certificate will be considered illegal and will not be able to circulate on public roads. This particularly affects vehicles purchased before 2022, which in many cases cannot obtain the necessary homologation.

Why so many people haven't registered

The most repeated reason is economic. A user who bought their scooter three or four years ago asks the same question: does it make sense to spend money on a license plate and insurance for a vehicle that could be outlawed in less than a year?

Added to this is the poor dissemination of the regulations. Many owners do not know that registration is mandatory, nor that there is a deadline with real consequences.

And there is a third factor pointed out by industry associations: Spain is the only country in Europe that has put an expiration date on vehicles already in circulation. Germany, France, and Italy have their own regulations for VMPs, but none have set a deadline to prohibit the use of scooters that are already on the street and working perfectly.

What you should do now if you have a scooter

1
Check if your scooter can be homologated

Not all pre-2022 scooters can obtain the official certificate. Check with the manufacturer or distributor if your model has the possibility of homologation before starting the process.

2
Get the homologated VMP license plate

If your vehicle can be registered, you need a homologated identification tag. The process includes vehicle validation and the issuance of the official license plate.

3
Install a suitable license plate holder

The license plate must be visible and fixed. A well-installed license plate holder avoids fines for a badly placed or illegible license plate — a more common problem than it seems.

4
Get the mandatory insurance

Without insurance, you cannot report the registration to FIVA. And without the FIVA registration, the registration is not complete even if you have the tag.

Conclusion

January 2027 is not much time

The Q error has an automatic solution — if you are affected, the DGT will send you the correct license plate without you having to do anything. The bigger problem is the pace of registration: with only 3% of scooters registered and less than nine months to the deadline, the margin is very tight.

If your scooter can be homologated, the time to act is now. And once you have the license plate, installing it correctly is the last step to ride without problems.
